I don't usually get orders for EPS, but my experience with 50mm ball nose on tropical hardwood & MDF says that 7~8% step over will not produce smooth finish without some sanding... I need 3~4% to do...

IMHO, The easiest+cheapest+guaranteed+time tested+no-brainer way for applying coolant is by applying kerosene to the bit with a brush.

I would suggest you double-side tape a small piece of fomica which is >3X larger than your suction cup that would hold...
