I've been wanting to build my own CNC for quite sometime now and I found this site while looking for plans. Since MM is offering the plans for free...are there vendors for the parts, etc? I am not a welder so fabricating the table parts is out of my area of expertise. Any suggestions on where to start?

Welcome, Jake!
Keep reading these forums, and I think you'll discover quite a few non welders that have been successful.
Speaking personally, the MM drove me to buy a welder (actually two, a
classic Lincoln AC 225 stick welder on craigslist for $100, and then a knockoff mini-"MIG") and relearn to use them.
I think that the design is straightforward for a novice metal worker; just take your time, and ask for help if you need it.
And again, welcome!
